- Is the administration proposing new initiatives, cuts or consolidations in existing programs within this function?

To answer part A, find the President’s FY 2018 budget. Go to http://www.whitehouse.gov/omb/, look on the left for Budget (under Office of Management and Budget) and click on it. Then look in the middle of the page for the link to Analytical Perspectives and click on it. Inside this document, under Supplemental Materials as PDF, find and open Table 25-1, Budget Authority and Outlays by Function, Category, and Program. There you will find the numbers you need.
To answer part B, return to http://www.whitehouse.gov/omb/ and again click on The Budget. This time look in the middle of the page for a document titled Major Savings and Reforms and open it. This document addresses discretionary and mandatory spending separately, and is organized by agency rather than by budget function. But you know some things about the agencies within your budget function, from r&w#3, part A. Look over this document and see if your budget function is affected, and if so, where and by how much.
To answer part C of the question, go to the website of the Joint Committee on Taxation. On the right side of the page, look under Frequently Requested Items for a link to Tax Expenditures and open it. There you will see a link to JCX-3-17, Estimates Of Federal Tax Expenditures For Fiscal Years 2016-2020. Find the relevant information for your budget function on Table 1, Tax Expenditure Estimates By Budget Function, Fiscal Years 2016-2020, which begins on p. 28 of this document.
